Cardiff has plenty of good agencies. It also has plenty of small businesses quoted thousands for a five-page website. I do the same job for £650, fixed, in five working days.
Agencies in the capital are built for big clients: procurement processes, retainers, account managers, quarterly reviews. That overhead is baked into every quote they send, and it has to be. If you run a shop on Whitchurch Road, a trade out of Splott or a two-room practice in Roath, you are being asked to pay for machinery you will never use.
I run lean on purpose. One person, ten years of enterprise IT and security behind me, working directly with you. You get a custom-coded site that loads fast and reads well on a phone, plus the email and security work that agencies either charge extra for or quietly leave out.
The Cardiff quotes people forward me tend to have the same shape. Four or five thousand pounds, twelve weeks, and a discovery phase that costs money before anyone writes a line of code. For a five-page site about a business the owner could describe perfectly in ten minutes, that is not complexity, it is process. I skip it and charge accordingly.

You are not based in Cardiff. Does that matter?
Honestly, rarely. The build happens on my machine wherever I am, and calls and screen shares handle the rest faster than meetings would. Cardiff is under an hour away when being in the room is genuinely useful, like a handover or a first sit-down. What you gain is that you are not funding an office in the centre of town.
How can £650 be right when local agencies quote thousands?
Because most of an agency quote is not the website. It is the account manager, the project manager, the office, the new business team and the margin that keeps all of it running. I have none of that, so my price is close to the actual cost of the work. The code is not cheaper, the overhead is.
What if we grow and need more than five pages?
Then we add them, quoted per page before I start. Plenty of Cardiff clients begin with five pages to get trading properly online and expand once they can see what customers actually use. Nothing about the build locks you into the original size, and you own the whole thing regardless.
